By allowing Mary on the throne, it legitimatizes her and undermines Henry viii divorces and religious change.

"Signed by his own hand and sealed with the great seal" this is privy council saying that the decision was Edwards rather than theirs. The throne avoiding Mary becomes more legitimate if it was decided by the king rather than the nobles
