High unemployment rates persisted in urban areas and state porverty rate doubled.
In 200 governor Rowland was evalualting states progress and how to bring a strategy forward

The 5th to approve the US Constitution in 1788.

Situated on the Atlantic coast between New York and Massachusetts.
33% of adults had a college degree. 46 Institutions of higher education, of which 30 are four year colleges and univesities

Textieand apparel cluster began to emege when Samuel Slater built in America´s first cotton mill in 1793 in nearby Pawtucket.
The textile and apparel cluster thrived not only in Connecticut but also in all the New England states due to the deady availability of waterpower, capital and labor.
The city of Vernon Connecticut became known for its Cotton mills, Danbury for hat making, Mancester for silk mills, and Watertown for the first large sclae producton of sweing machines in 1850.
1842, Goodyear discovered the formula for rubber "vulcanization" - rubber products, boots, shoes and rubber clothing.
1800´s became the "Insurance State"
Many industries depend on imported inputs and access to urben markets making transportaton and communication essential.
Other parts on the cluster indcluded sail making, rope making, ship plumbing, provisionsing, metal-fitting manufacture and the production of decorative shipe pieces.
Steam, diesel and gas marine engines were all manufactured in Connecticut.
