There are more people in NYC without home broadband than there are in the city of Houston. For the City of Houston, that's over 2.1 million people.

I'm amazed at how many teachers require the internet for homework. This was very true with my son, but as an added issue, they required printing capabilities.
Addresses senior citizens as well. This is especially tough because of how vulnerable to COVID-19, and they have socio-emotional needs as well..
I hadn't heard about Lifeline until now. I knew there were ways to get phones to people for safety, etc. but I don't remember it being labeled as Lifeline.
