Section 2A (1) (a), (b) and (c)
(1) This Act has the following objects—
(a) to ensure that those offenders who are required to be held in custody are removed from the general community and placed in a safe, secure and humane environment,
(b) to ensure that other offenders are kept under supervision in a safe, secure and humane manner,
(c) to ensure that the safety of persons having the custody or supervision of offenders is not endangered.

How these issues relate to enforceability: These issues showcase a lack of enforceability by law enforcement officers; as a result of overuse of discretion.This has resulted in a lack of protection of vulnerable members in the community; as well as a denial of justice. Despite being designed to protect individuals; the failure in effectively enforcing laws; due to vagueness and a dependency on interpretation; has resulted in injustices and inadequate protection.
How these issues relate to non-compliance: These issues all present instances where there has been an inefficiency in enforcing compliance with the law. Here, inquiries into issues of corruption or an abuse of powers have been conducted, in turn generating recommendations. However, across the board law enforcement agencies have failed to approach these recommendations potently due to a lack of legal accountability for offenders in the law, as well as issues with parliamentary disagreements when enforcing legislation.
