President's proposals in State of the Union are just a wish-list, whereas the PM writes the Queen's Speech, which are near certainties
President submits budgets but there are no guarantees, it is bargained and altered. PM's budget to Parliament is certain
While President is chief executive entirely, and has all executive powers, PM shares executive power with the cabinet
PM's appointments require no confirmation, while President's do
President can sign / veto legislation, whereas only monarch has that power
Presidential power of pardon, reserved for monarch
President appoints judges, whereas PM can not (Judicial Appointments Commission)

Accountability, Relations with Legislature
President can not be a member of the legislature, whereas PM must be a serving MP
President has no formal links with Congress, his party may be minority in both houses, whereas PM must maintain a majority
Congress can override the veto, reject budgets, reject appointments and reject treaties that the President proposes
Cabinets
President's cabinet exists as part of a single executive, where all power exists in the President, whereas UK cabinet ministers have real power vested in them
President's cabinet may not come from the legislature and need to be approved by the Senate. In the UK, the cabinet is made up of more MPs, who may even be rivals of the PM.
The Cabinet in the US is often made up of experts in their fields, whilst the cabinet in the UK consists of colleagues of the PM long before they picked their cabinet
