THOMAS MALTHUS- Economist that specialised in demographics. He believed that the Old Poor Law needed replacing as it encouraged people to have more children so that they could claim more relief.
-He suggested that the old poor law should be abolished as it would encourage to keep families small.
-Wages would rise as the poor rate would no longer be levied
DAVID RICARDO- He was a political economist who came up with an iron law for Wages. He believed that there was only a limited amount of wages. (in his book, taxation and political economy).
-Therefore, the more that was paid out in poor relief the less was available which means that they were drawn into pauperism.
THOMAS PAINE- Was a writer who believed that the Old Poor Law was inadequate.
He believed that there should be a property tax on the very rich that could be spent on variety of systems eg: Old Age Pensions.
Robert Owen- Was a radical factory owner who believed in communities, and believed that the Capitalist factory system was the main reason behind poverty.
In one of his own Factories in Scotland he implemented the ideas of 10.5 hour days, sick pay, and no physical abuse towards workers.
He believed that workers should work in co-operative communities where they would share the profits.
This meant the harder they worked the greater the income.
JEREMY BENTHAM- Developed the theory of Utilitarianism: that the greatest amount of happiness should be delivered to the greatest number of people.
He had this idea as he believed a starving underclass would turn to a revolution.
- Relief was a public responsibility that should be organised by central government.
2.There should be a government minister keeping statistics of workhouses.
- All outdoor relief should be abolished.
- There should be no distinction between deserving and undeserving poor.
