A new Conception of Development
Until the ‘30s of the 20th century, this was called progress
the United Nations published its first global report on HUMAN DEVELOPMENT causing a historic change in this conception.

According to the United Nations:
Human Development is not only economic growth but also means empowerment of people, attention to basic needs, and the provision of social protection networks, political and cultural freedoms and other aspects of people's lives.”

HUMAN DEVELOPMENT IN ECUADOR
Inequity, the persistence of poverty, unemployment, underemployment and economic informality have allowed a complete human development.
FUTURE PERSPECTIVES
There are three basic guidelines that the State should undertake for human development:
PROMOTION OF PRODUCTIVE EMPLOYMENT
SEARCH FOR EQUITY AS AN EXPLICIT OBJECTIVE OF SOCIAL POLICIES
STRENGTHENING OF HUMAN CAPITAL
