Normally, the tense in reported speech is one tense back in time from the tense in direct speech.

First person pronoun in direct speech is changed if the pronoun if reporting is also first person pronoun.

It is one in which the speaker or enunciator quotes the words of another, including them in his speech.
Use
Is usually used to talk about the past, so we normally change the tense of the words spoken.
We use reporting verbs like: say, talk, ask, and we may use the word "that" yo introduce the reported words.
