Parents apply to Disabled Persons Federation (DPF) for medical examinations
Approved by the DPF, parents can take child to a hospital designated by DPF
Verified by the hospital, parents can be authorized by DPF to send the child to the prefectural level special school
Parents report the medicaly analysis report to the school. If needed, the school will conduct a further examination and determine a intervention on a case-by-case basis

In China, the sponsorship of the disable children is the government. The government primarily established a special school to educate/train disable children. Parents need to apply to the Disabled Persons Federation for the children's schooling in a special school. Before the children are approved, he/she needs go to a designated hospital for an overall medical examiation. If verified, children are allowed to legally be enrolled by the special school. Now most parents would send their disable children to the special school which provide necessary assistance to these kids. While regular schools provide no facility or no professional eachers to help these kids.
