Turkish National Educational System
General Purposes
Raising all members of the Turkish Nation as citizens;
Who are loyal to Atatürk’s Principles and Nationalism
Who embrace and protect the values of the Turkish nation
Who know their responsibility and duties to human rights and the Republic of Turkey which is a democratic, social and secular constitutional state.
Who have a personality and character, which is healthy and stable in terms of body, mind, morals, soul and emotions
Who are creative and productive individuals
Who have an independent and academic way of thinking, as well as a broad worldview
Help them to become individuals who choose a profession which will contribute to both their and the nation's overall happiness.
Prepare them for life by making them gain the necessary knowledge, skills, attitudes and the ability to cooperate
Increasing the prosperity and happiness of the Turkish citizens and the Turkish society.
Supporting the social and cultural development and making the Turkish nation a constructive, creative and distinguished collaborator of contemporary civilization
Special Purposes
The Turkish educational system is arranged to realize these general purposes
Several educational institution’s special purposes are determined by general purposes and basic principles such as;
I-Generality and Equality:
All educational institutions are available for everyone regardless of language, race, gender, disabilities and religion. No individual or class is privileged in education.
II- Individual and Communal Needs
The national education is arranged according to the requests and abilities of the Turkish citizens and the needs of the Turkish nation.
III- Orientation
During the process of education, individuals are directed to various programs and schools according to their interests, skills and abilities.
The National Education System is arranged to realize this orientation. For this purpose, preparatory classes which are in line with the objectives of their educational programs can be placed in secondary education institutions.
Guidance services and objective assessment and evaluation methods are utilized during the orientation and evaluation of success
IV- The Right to Education
Every Turkish citizen has a right to have primary education. Citizens can benefit from educational institutions after primary education according to their interests, skills and abilities.
V- Equality of Opportunity
Everyone, women and men, are provided with equal opportunities in education.
Assistance is provided through free boarding, scholarships, loans and other means in order to ensure that successful students with financial difficulties receive education up to the highest education levels.
Special measures are taken to raise children in need of special education and protection.
VI- Continuity
It is essential for an individual's general and vocational education to continue throughout their life.
It is also an educational duty to take the necessary measures to ensure the continuous education of adults in order to help them adapt to life and business areas in a positive way.
VII- Atatürk’s Revolution and Principles and Atatürk Nationalism
Atatürk’s Revolution and Principles and Atatürk Nationalism are taken as a basis in the preparation and implementation of the curriculum for all kinds of education activities.
It is important for the Turkish language, which is one of the main elements of national unity and integrity, to be taught in all levels of education without deteriorating its characteristics.
Efforts are made by the Ministry of National Education to enrich the Turkish language as a modern education and science language.
VIII- Democracy Education
Through educational activities, students are given the awareness of democracy, a sense of responsibility and respect for moral values that citizens should have in order to establish and maintain a strong, free and democratic society.
It is not allowed in educational institutions to make political and ideological suggestions against Atatürk nationalism and to talk about daily political events and debates.
IX- Secularism
Secularism is the basis in Turkish national education. “Religious culture and moral teaching” is among the lessons which are compulsory to take in primary schools and high schools.
X- Scientificness
All types of lesson programs, educational methods and lesson materials are constantly improved according to scientific and technological advances, environment and needs of the country.
Educational institutions, which are responsible for production of knowledge and technology as well as improving our culture, are properly equipped and strengthened.
XI- Planned
The development of national education is planned and carried out in accordance with the economic, social and cultural development goals, focusing on vocational and technical education.
The standards regarding the location, personnel, building, equipment, materials and capacities of the educational institutions are determined in advance and it is ensured that the institutions are established and operated efficiently in accordance with these standards.
XII- Mixed-gender Education
It is essential for girls and boys to have mixed education in schools. But according to the type of education, opportunities and necessities, some schools can be reserved for boys or girls only.
XIII-Education Campuses and Cooperation Between the School and the Family
In the case of more than one formal and / or non-formal education institution coexisting in the same field, an education campus can be established.
The revenues obtained from the operation of the common open space, canteen, hall and similar places within the education campus are used in the common expenses of the campus.
Issues related to education campuses are regulated by the Ministry of Finance and the Ministry of National Education.
Parent–teacher associations are established in schools in order to achieve the goals of educational institutions.
These associations can accept donations in order to meet the needs of school, organize social and cultural events and campaigns.
XIV- Education in Everywhere
The aims of national education are tried to be realized not only in educational institutions, but also at home, in the environment, in workplaces, everywhere and at every opportunity.
The educational activities of every formal, private and voluntary institution are inspected by the Ministry of National Education.
