Emperor Wilhem I used diplomacy to maintain balance between the European countries
Otto von Bismarck establish alliances with Austro-Hungarian, Russia and Italy empires
Objective
Maintain German hegemony in Europe and maintain friendly relationships with other countries
Prevent France declare the war to recover Alsece-Lorraine, lost during the unification

First system
Three Emperors’ League in 1872
It failed because of the rivalry between Austria-Hungary and Russia
Formed by Russia, Italy and Austria-Hungary empire
Second system
Various treats were signed
1879-secret Double Alliences between Germany and Austria-Hungary
1881-Alliances was re-signed, problems reappear between Austria and the Russians.
1882-Triple Alliance between Germany, Austria-Hungary and Italy
Third system
The Triple Alliances was renewed, Germany signed a secret alliance with Russian Empire
The expansionist foreign policy of Wilhelm II
Kaiser Wilhem II came to throne in 1888 changed the system of alliances for an expansionist
Bismarck disagreed with Wilhem II and resigned from his position in 1890.
Wilhem II did not renew his alliances with Russia cause he thought they didn´t allied with France
Political hegemony of Wilhelm II caused concern in France and Great Britain. The Tripple Entete was formed and Russia tried to stoped
