Early Life of the Luckow Family
Parents: Gerald and Dolores Luckow.
Gerald Luckow was very talented when it comes to making things. He built a gyrocopter out of car parts after watching a James Bond movie.
Dolores Luckow was creatively talented; she created perfectly scaled miniatures of structures with characters, stories, and scandals based on her wealthy Mexican childhood.
Daughter: Sandra Luckow
Professional ventriloquist at the age of 13. Her dummy was made from a piece of wood that had characteristics she felt people wanted from her.
Inspired by brother's filming, she became one herself. Made her first film in Portland about a figure skater going to her first national competition.
Son: Duanne Luckow
Had a passion for cars. He bought and restored his first car at the age of 14. A 1938 Dodge Pickup.
Also a mad machinist; according to his father, he would make a fender if he couldn't find one anywhere. He also restored a Duesenberg, which not a lot of people could do.
Incidents of Duanne Luckow
"Fire" incident at the house.
Duanne turned on the heat and after many years of it not being on, the heat exchanger cracked.
There was a back puff of smoke and soot through the vent that got on his furnitures and clothes.
Duanne claimed he was being poisoned by smoke damage; therefore, he began staying in a tent outside of his house with survival gears.
December 8, 2018: Multnomuh Falls
Duanne went up to the top of Multnomuh Falls and thought of throwing his research over the bank. Research of Farmer's Insurance and their "unethical responses."
He stated that he is a scorpio and was from planet Pluto. He was also waiting for Jessica to come and save him.
After telling his sister, Sandra, about his time here, Sandra called the police where the judge then determined him a danger to himself. Duanne was committed to Oregon State Hospital for a maximum of 6 months.
August 2010: Nigerian internet scam
Duanne received an email from Nigeria regarding an ATM card worth $10M.
He spent 16 months contacting the person from Nigeria. Duanne sent $40,000 and was wanting $6,000 more.
The money was going to be transferred, but the IRS from Nigeria found out about it and got involved.
Sandra Luckow
She is Duanne's conservator despite living across country.
As Duanne's conservator, Sandra is ordered by the court to put the house up for sale. Once sold, they could stop the hospital from seizing the money and then set up a trust fund for Duanne to pay back their parents
Duanne is not particularly fond of this idea; he attempted to get Sandra's conservatorship revoked.
Sandra remained the conservator; however, Duanna became banned from the property of the house.
Received many death threats via email and Facebook from Duanne.
She reached out to her colleagues in 60 Minutes, a newsmagazine on television that reports real-life stories on America's most prevalent issues.
She found comfort in anecdotal readings, from people who tried to traverse the system before her and who advocated for someone.
In particular, John Hickley's parents in the book, Breaking Point, and former Washington Post reporter Pete Earley in his book, Crazy.
Social worker alerted her regarding Duanne's discharge.
A family friend was willing to take in Duanne; apparently they resided in Puyallup, Washington.
Their family have ties in Puyallup; Dad graduated from the high school and their grandparents had a health food store there.
Duanne refused to tell her exactly who the person was. At the end, Sandra sent him the belongings that he had asked her for and stopped seeing him unless he made the initiation.
Barriers/Setbacks
Dolores Luckow was put on life support after falling off a ladder
She remained in the hospital until her death; Duanne refused to see her as he believed it was a conspirtorial ruse to catch him
Sandra had to hire security at the mother's memorial because of fear that Duanne will show up and cause a disturbance considering his declining health.
With Dolores no longer alive, Gerald was put into an assisted living facility by Sandra to enforce the restraining order against Duanne and so that he is properly cared for.
Rita Cagliostro, ex-employment of Farmer's Insurance, became Duanne's ally
Duanne rented the house to Rita with the option to buy
Because Rita was in the house for 7 consecutive days, she had already established residency.
As a result of this situation, Sandra is forced to look for an ejectment attorney which was both costly and timely.
Duanne was arrested on multiple misdemeanors as a result of his illness.
In jail, he is found not competent to stand trial, so he is sent to the state hospital for competency restoration.
After a short stay, he is not restored to competency because of his refusal to medication or treatment (which he has the right to refuse).
He is sent back to jail where he is deemed incompetent to stand trial and the charges are dismissed.
He is released back to the streets and the cycle continues.
