EDUCATION RIGHTS
Article 87
. Everyone has the right to education and the responsibility to educate oneself.
Article 89
. It is recognized that it is the purpose of education Panamanian to foster in the student a national conscience based on knowledge of the history and problems of Homeland.
Article 90
. Freedom of education is guaranteed and recognizes the right to create private educational centers subject to the Law. Educational establishments are official or are open to all students, without distinction of race, social position, political ideas, religion or the nature of the union of their parents or guardians.
Article 91
. Official education is free in all pre-university levels. The first level of general basic education or teaching.
Article 95
. Only academic qualifications and professionals issued by or authorized by the State in accordance with the Law.
Article 96
. Education will be taught in the official language, but for reasons of public interest, the Law may allow in some schools this language is also taught Foreign.
Article 98
. The State shall establish systems that provide adequate resources to award scholarships, aid or other financial benefits to students that they deserve it or need it.
Article 99
. The Official University of the Republic is autonomous. It is recognized as legal personality, patrimony own and right to administer it.
Article 103

Article 104
. The State will develop education programs and promotion for indigenous groups since they have own cultural patterns, in order to achieve their participation active in the civic function.
LAW 28 OF 1998, REGIONAL BOARDS
Article 23-D
. In each school of the first and second level of education will operate a body, consultative and participation ad honorem, called Community Educative Scholar, which will be made up of:
The director of the school
The president of the Parents Association of Family
A representative of the educators of the center school
A representative of the students of the last two years
A representative of the civic organizations of the area where the school is located
Article 12
. The managerial and supervisory positions must be filled, by convocation, as they occur. Said call may be made in such a way that attend several vacancies, grouped for that purpose.
Article 11
. The appointment contest for teachers and teachers will be done by public announcement.
Article 23
. The educator who enters the school for the first time Ministry of Education, will be appointed for a period two-year probation, with the exception of the educator classified D-3, E-1, E1-2, which will be for four years.
LAW 47 OF 1946, ORGANIC OF EDUCATION
Article 1
. Education is a right and duty of the human person, without distinction of age, ethnicity, sex, religion, economic position, social or political ideas.
Article 2
. The Panamanian educational system is composed by two subsystems: the regular and the non-regular, defined in this law.
Article 3
. Education is official or private.
Article 4
. Education at the service of the human being is based on civic, ethical and moral principles.
Article 5
. Panamanian education is characterized by its democratic, progressive, participatory and pluralist condition; dynamic and innovative; creative and civilistic.
Article 83
. The Ministry of Education will coordinate permanently with the National Institute of Culture, the National Institute of Sports and other institutions and organisms, so that their different directions specialists provide basic resources to strengthen the learning-teaching process and the creativity of being human.
Article 115
. The appointments and promotions of the members of the teaching and administrative staff in the field of education will be decreed by the Executive Branch of in accordance with the ladder and the norms that the Law establishes. Transfers will be made through resolved issued by the Ministry of Education.
Article 184
. For salary purposes, teachers of secondary education will be divided into three categories:
A. Professors with a university degree as professor
B. Professors with a university degree
C. Professors without a university degree
LAW 47 OF NOVEMBER 20, 1979, SALARY SCALE
Article 6
. The classification of Educators will be the following:
A-1: Teacher of Special Subject in elementary school, in GRADE A General Basic or Adult Literacy and Education, with degree in Secondary Education in the specialty.
B-1: Grade Teacher in primary school, in General Basic or in Literacy and Adult Education, with a Master's degree of Primary Education.
C-1: Teacher - Director, with a degree under his charge, with a degree Primary Education Teacher.
GRADES
D, E, F, G, H, I, J, K, L, M, N, Ñ, O, P, Q, R, S, T, U
Article 3
The Educator Salary Scale will consist of 22 degrees, according to the studies carried out (titles), functions, responsibilities and efforts inherent to the position. TO Each grade corresponds to the Base Monthly salary, of in accordance with the condition of their appointment, as follows: Appointment Condition Probative or Interim Grade Permanent.
Article 2
.The monthly remuneration of the educator in service assets will be made up of: a. The base salary of the degree corresponding to the position in which he is classified as compliance with the condition of the appointment; b. The bonuses already acquired; c. The bonuses that subsequently they are obtained based on this Law; d. The legally established additional compensations; and e. The salary increases granted by the National Government.
