Orientation: During their education, individuals are raised by directing them to various programs or schools in line with and in line with their interests, aptitudes and abilities. The national education system is organized in a way to realize this orientation in all respects. For this purpose, preparatory classes can be placed in secondary education institutions in accordance with the objectives of the educational programs. Guidance services and objective measurement and evaluation methods in orientation and measurement of success is utilized.
Equality: Educational institutions are open to everyone regardless of language, race, gender, disability and religion. No privilege can be granted to any person, family, group or class in education.
The needs of the individual and society:
The national education service is organized according to the requests and abilities of Turkish citizens and the needs of the Turkish society.
Continuity: It is essential that the general and vocational education of individuals continue throughout their life. In addition to the education of young people, it is also an educational task to take the necessary measures to ensure the continuous education of adults to help them adapt to life and business areas in a positive way.
Right to education: It is the right of every Turkish citizen to receive primary education. Citizens benefit from educational institutions after primary education institutions to the extent of their interests, aptitudes and abilities. Equality of opportunity and opportunity: Equality of opportunity and opportunity is provided to all men and women in education. In order to ensure that successful students, who lack financial means, receive education up to the highest education levels, necessary assistance is provided through free boarding, scholarships, loans and other means. Special measures are taken to raise children in need of special education and protection.

As one of the basic elements of national unity and integrity, importance is given to the teaching of the Turkish language at all levels of education without deteriorating its characteristics and avoiding extremism; It is tried to be enriched in the form of modern education and science. For this purpose, necessary measures are taken by the Ministry of National Education in cooperation with the Atatürk High Institution of Culture, Language and History.
Democracy education: Citizens' ownership for the realization and maintenance of a strong and stable, free and democratic social order
The necessary awareness of democracy, the knowledge, understanding and behavior of the dormitory management, the sense of responsibility and respect for moral values are tried to be acquired and developed by students in all kinds of educational activities; However, it is in no way allowed to make political and ideological indoctrination in educational institutions contrary to the nationalism of Ataturk as expressed in the Constitution and to interfere in daily political events and debates of this nature.
Secularism: Secularism is essential in Turkish national education. Religious culture and moral education are among the compulsory courses taught in primary schools, high schools and equivalent schools.
Scientificity: Curricula and educational methods of all degrees and types, as well as course tools and materials, are constantly developed in accordance with scientific and technological principles and innovations, environment and country needs. Increasing efficiency in education and ensuring continuous improvement and innovation are based on scientific research and evaluations. Educational institutions that are responsible for producing knowledge and technology and developing our culture are equipped and strengthened as required; Studies in this direction are encouraged and supported financially and morally.
Planning: The development of national education is planned and carried out in accordance with the economic, social and cultural development goals, taking into account the education-manpower-employment relations, giving weight to vocational and technical education that will provide the necessary technological development in industrialization and modernization in agriculture. The levels of the professions and the titles, powers and responsibilities of each level are determined by law, and the establishment and programs of formal and non-formal vocational education institutions of all degrees and types are arranged in accordance with these levels. The standards regarding the location, personnel, building, facilities and annexes, equipment, tools, equipment and capacities of the educational institutions are determined in advance and the institutions are established in the optimal size and operated efficiently according to these standards.
Mixed education: It is essential to have mixed education between boys and girls in schools. However, depending on the type of education, opportunities and obligations, some schools can be reserved for only male or female students.
Education campuses and cooperation of the school and the family: If there are more than one formal and / or non-formal education institution in the same area, an education campus can be established and an education campus management can be established to meet their common needs.
Education everywhere: The aims of national education are tried to be realized not only in official and private educational institutions, but also at home, in the environment, in workplaces, everywhere and at every opportunity. Educational activities of every official, private and voluntary organization are subject to the inspection of the Ministry of National Education in terms of their compliance with the objectives of National Education.
The general purpose of Turkish National Education is to adhere to Atatürk's revolution and principles and Atatürk's nationalism as expressed in the Constitution; Adopting, protecting and developing the national, moral, human, spiritual and cultural values of the Turkish Nation; family, the country, the people who love and try to glorify, human rights and the Constitution, democratic, based on fundamental principles at the beginning, is secular and social state of law, which know their duties and responsibilities towards the Republic of Turkey and raise citizens brought into behavior them.
