The PC industry was in transition and IT organizations would be involved in some critically important projects in the days ahead.
They are facing increasing competition from Asian PC makers that have transitioned from contract manufacturing to marketing their own branded PCs.
The people spearheading the PMO program have a lot of experience, but they are new to the PC business and to AtekPC meaning they don't understand their culture yet.

The general consensus was that the purpose of the PMO was to realize the benefits derived from consistent project practices.
Currently, the responsibilities of the PMO were limited to IT projects and may include business projects in the future.

Possible Solutions
Coming up with a real project management style. It seems that AtekPC has an excellent starting place on how to get projects done with the PMO, but they lack a style. I would recommend Agile because Agile is directly worked in software development and the IT industry.
AtekPC does not want the PMO to become too large that they are overseeing too many projects. We want to keep in line where the office is reviewing only IT projects, and not external projects. The PMO office is a great starting place, but making sure it stays in its bounds will be crucial.
An easy solution to PMO-heavy would be to hire more experience people who can work on the projects. PMO-heavy doesn't work because it asks more from the managers than they can deliver. Providing more workers to split up that work would benefit end results.
To fix the lack of business resources, Strider could add a few more resources to it. To prevent it from growing too fast, he could allocate only a few resources instead of a lot to prevent it from growing too fast while also increasing current productivity.
