Based on DARE's website, the best way to start a DARE program in a community where there is not one is to talk to community members and promote it, then approach the school when it has received enough attention, interest, and support. Once the school agrees, then contact local law enforcement and request a meeting. The law enforcement agency, if interested, can then contact the regional manager of DARE. There is a training schedule for police officers to be certified to teach the DARE program, and there are extra classes for the extended curriculum materials. The formation of a DARE program in a community is entirely based on the interest of it's members, and how involved they want to get.
