Charles Evna Hughes secretary of State wanted to get the benefits of the Treaty of Versailles, without signing. He also wanted something to replace the League of Nations.

The most important effort was the Washington Conference of 1921. which tried to prevent a naval armaments race between the United States, Britain, and Japan.
Hughes proposed, dramatic reductions in the fleets of all three nations and a ten-year moratorium on the construction of large warships. The scrapping of nearly 2 million tons of existing shipping.
The Five-Power Pact of February 1922 created both naval limits for total naval tonnage and a ratio of armametns among the signatories.
The Nine-Power Pact which allowed continuation of the open door policy in China, and the Four Power Pact, by which the United States, Britain, France and Japan promised to respect one another's pacific territories and cooperate to prevent aggression.

Hoover argeed that the U.S. would participate in the World Economic Conference in London on June 1933.
Roosevelt became president and repudiated the delegates and rejected any agreement on currency stabilizatoin.
Roosevelt let the issue of currency simply die out. And forbid American banks to make loans to any nation for debts. This would end the old circular system and within months the war-debt payments were stopped for good. Except Finland.
Roosevelt and the U.S. was interested in improving America's position in world trade. Roosevelt approved the Reciprocal Trade agreement Act of 1934 which allowed the administration to negotiate treaties lowering tarrifs by a much as 50 percent in return for reciprocal reductions by other nations. This resutled in an Increase of American exports. But products that were not in competition with U.S. were accepted. Other countires were not getting U.S. currency to pay of debt.
The U.S. and the Soviet Union had made a truce that the U.S. would recognize the Soviet regiem, and in return the Soviet Union would protect U.S. people in Russia. This failed because U.S. didn't assure the Soviet Union that they would do what they said and the American trade never really popped off in Russia.
The Good Neighbor Policy was created which meant that between Latin America and the U.S. no military force would be used, but economic influence.
Roosevelt asks Senate to ratify a treaty to make the United States a member of the World Court. But isolationist sentiment didn't like the treaty.

After Italty invaded Ethopia there had been a Civil War in Spain against fascist and the governemnt. Mussolini and Hitler liked the Falangists and Britain, France, and the U.S. liked the republicans.

On December 12, 1937 Japanese aviators bombed and sank the U.S. gunbaot Panay. But there had been isolationists who believed that it was an accident.
