in Two Treatises of Government (published anonymously in 1690) Locke argued that:
men have natural innate rights, such as the right to life, liberty and property, which are by their nature independent of the laws of any particular society
Men are naturally free and equal and invested with natural rights in a state of nature where they live free from outside rule
People then exchange some of their natural rights to enter into society with other people and transfer some of their rights to the government to guarantee the enjoyment of their lives, liberty and property, to be protected by common laws and a common executive power to enforce the laws
Governments exist by the consent of the people in order to protect their rights and promote the public good
Political government is the result of a “social contract” where people transfer some of their rights to the government
Government were given their authority by popular consent, regarded as a contract
Government, which fail to protect the people’s right and promote the public good can legitimately be opposed and replaced
