SCOTTISH GOUVERNMENT
It's headed by the 1st minister ( appointed by the queen ), ministers are appointed by the 1st minister
The functions formally exercised by crown ministers of the UK were transferred to the Scottish ministers. The Scottish
Government as a whole must act in compliance with EU law and convention rights.
LIMITS OF THE UK GOUV

Power to make an order prohibited for submitting a bill for Royal Assent if if he has reasonable grounds to believe that the bill or its provisions would be incompatible with UK interests or
defence/national security of if the bill with affect the operation of the law in reserved matters.
THE ROAD OF DEVOLUTION
First emerged in the 70's but accelerated in the 90's => devolution for S and W started by the Labor G.

1978 => first attempt of devolution failed => bills on Scotland and Wales devolution were passed by UK P => but it was a condition of each bill that thereshould not take effect unless approved by 40 percent of the electorate in Scotland and Wales => wasn't reached and the Acts were therefore repealed. During the referendum 52 percent of those voting were in favour of the devolution process, but they only
represented 53 percent of the electorate.
The 2 proposals submitted to a referendum in Scotland and in Wales => Bills become Act of Parliament in 1998 and we have as the bais of devlution in S and W => The Scotland Act 1998 => Same year the Northern Irland was passed to do the same

SILK COMMISSION AND THE WALES ACT 2014 (They drafted a report , published in two parts )
2012 => it was about financial accountability, the thought of a devolving more financial matters to the national
Assembly
2014 => the powers to the National Assembly.This second part was included in a debate which occurred in the
aftermath of the referendum of the Scottish independence.
