- Discrimination is defined as any distinction, exclusion, restriction on the basis of disability which impairs the excercise of providing the social, politial, cultural rights on equal basis

- disabilities have increased from 7 to 21
- provision for 4 % reservation in govt and educational higher institutions
- there is a clause of benchmark disability - 40%
- provision for barrier free access in all kinds of all physical infrastructure and transport system
- special provision for rights of disabled women and children
- provision for National Commission has been removed and has been reduced to the office of chief commissioner and advisory bodies
- Provision for National and State level fund
- in case of any violence against Pwd there is both penalty awa clause of jail imprisonment

concept of disability
it has a negative connotation and is used in context of developing countries as against differently abled (developed mein )
disability refers to restriction or lack of ability to perform an activity in a manner which is considered normal for an individual
The differently abled people are disabled not because they are mentally or physically impaired but due to inherent nature of society which stigmatized these differently abled people
Hence, we can say that its the public perception which denies them access to all opportunities for social and economic development

Attitude of people
the disabled people is seen as a victim or with an attitude of pitty often ridiculed and is considered for retribution of past karma from which there is no respite
hence we can say these people suffer from tripple jeopardy -disabled, poor and stigmatized
