In my opinion to make the story more excited, Eneas might be the leader of rebels and tell everyone to not go on the train
major won't feel good about it thought, because he just want those kids who in the quota to have the better life.
In the otherside, the Major might change his mind, due to he want to spent time more with Eneas, he might can't overcome selfishness. He might take Eneas and run from the station. The consequence might be in the future Eneas won't be in good school or having good job.

The Major originally wanted to send the children to the boarding school, but after meeting Eneas he was conflicted.
The Story also mainly focused on Major Miles giving him flashbacks.
The major wants to send the kids, or Enaes, away thinking it’d be a good experience to them because he has good intentions to help them, but none of the kids actually want to go, and some even are scared.
