Constraints
User Environment
Demographic: between the ages of 18-90(adults), home owners,
emergency services, business owners who may use the data, English speakers and non English speakers, people with and without family, people of all income amounts, people with disabilities.
User technical skills: users come from all different technical skills backgrounds
User Devices: provided to all devices incl: pcs, phones and tablets.
The primary device would be a mobile device like a phone or tablets.
Development Environment
The app will be developed on a pc. The app will be developed with visual studio code using the python and SQL programming languages.
Useability Principles
Accessibility: Given this is a government app, the app must follow government accessibility guidelines included in the following link:

features the program need to include for accessibility include:
text colour contrast, screen reading, accessible images, accessible multimedia.
Effectiveness: The program must have an effective user interface which reduces the possibility of user error.
Safety: the program must give the user the option to change their mind and reduce the likelihood of catastrophic errors.
Utility: The program needs to provide functions to the users needs. The features that are needed the most are most prominent. The interface also needs to be responsive and portable.
Learnability: The program must be easy to learn and use
Non-functional
Legal
The program must adhere to the guidelines set under the Privacy Act 1988 including the 13 Australian privacy principles (APP). The program must also be without and copyright or intellectual property infringements.
Economic
The project has no funding or budget.
Societal/Environmental
The program will be developed on a pc using programs such as visual studio code using languages like SQL and Python. The program will use publicly available datasets from the govhack website using the csv function.
Aesthetics
The program should be a simple and sleek design which will help to improve usability. The design style should also follow closely to what is seen within government apps and websites.
Functional
user interface: The program will have simple buttons for interaction options aswell as drop down menus to try and limit the possibility of user error. The interface will be set out in a minimalistic user friendly layout.

Gathered data:
Data collection: the data is collected from open source government data from the Queensland government website
Open data sources: The data comes in the form of an XML file.
Existing organisational data:
