The higher ups have not decided that it would be better to switch to electronic documents to reduce paper usage

Documents can easily get lost and can be hard to navigate

All documents being in paper format means that IT has to convert them into electronic form when they need to deal with them

CSE chose to use paper documents instead of electronic ones.

Teams may become unbalanced, leading to lesser quality work being produced.
