For Class 3 & 4 jobs, the ISR routes Customer Order to Dir of Proj. Management for assignment. Dir of PM assigns and adds name to "Proj Mgr ASSIGN" column.
PM is owner of Executable status
If no PM (Class 1 or 2), ISR is owner of Executable status and enters "N/A" in "Proj Mgr ASSIGN" column in IFS.
