Neoliberalism creates competition at micro, meso and macro levels.
The minimum funding levels for English as an additional language 2015-16 will be: Primary £466 Secondary £1,130
This minimum funding level will apply to pupils with EAL who entered the English state school system in the past three years.

However there is no compulsion for local authorities to include an EAL factor, nor for the value of this to be at the minimum level or above northere is no accountability mechanism regarding schools' use of this funding.
In 2011, The ethnics minority achievement Grant was mainstreamed into the Direct Schools Grant. Since then a research report from NASUWT shows that thee has been a reduction in available support for EAL when demand on services was increasing.
The main issue is that learners of EAL have no entitlement to EAL teaching and learning nor a defined EAL curriculum, these children's needs are additional to the NC and therefore need additional funding.
