Conduct a series of Observations.
First, together with other classroom teachers observe and discuss what kind of difficulties or signs of disabilities the student might have.
Share our observations with the administration and the special education coordinator.
Conduct a meeting with student's parents/guardians.
In the meeting, the teacher and the parent/guardian should explore the following:
The teacher should provide examples of the student’s work and classroom notes regarding the student’s needs.
Is the issue a recurrent problem or new? How is the students behaving in home-setting? Have parents noticed any signs?
Is the issue constant? All children may exhibit unique needs or problems at some point but it may only be an isolated episode for that day. The teacher should document any issue that is constant, providing dates and information about the behavior of concern or skill deficit exhibited by the student.
As a team decide what kind of further steps could be taken. Develop strategies to provide support for the student.
Do parents agree for their child to be evaluated?
School received permission from the parents to refer the student to a Special Education Evaluation.

In China, this can be a very sensitive topic for a lot of families. They might not agree to have their child evaluated. Regardless of that, the school will still try to provide teaching strategies to support the student in learning.
