El Liberator Simón Bolívar y Palacios (1783-1830) shared these aspirations and, since he went to London, in 1810, as the ambassador of the Junta de Caracas, he spoke of a confederation of America, as the British press picked up. Bolivar wrote it in September 1815, when he was in the city of Kingston, on the island of Jamaica, after military failures and facing a very complicated future. However, he does not allow himself to be overcome by discouragement and in it, he deepens in the being of America to propose a path and a destiny.
