Norway...perhaps ironically, support assistants working with children with special educational needs did not require any formal training and qualified teachers did not require additional training. They had the expertise of experience I always say this!.

Salamanca Statement
1994, world conference on special needs education ...organised by the United Nations Education, Scientific and Cultural Organisation (UNESCO) at Salamanca in Spain. This event focused thinking on implementing inclusion through policy in different countries. It also led to an increase in research and developments in practice on an international level.
