To quell the independence movement, Ferdinand VII ordered the so-called "Expedition for the maintenance of well-being" which, under the command of Marshal Pablo Morillo, set sail from Cádiz in 1815. It has been the greatest force that would leave Spain in the period of the war: 65 primordial ships, 18 fighting ships, a 74-gun ship of the line, 15,000 men, accoutrements and provisions.
