When glucose and lactose is present, glucose is preferred because it is simple sugar

CAP cannot act as an activator therefore, less transcription occur.
Without glucose

When lactose present and glucose is absent, lactose will be use
CAP can act as an activator therefore, activate more transcription

cAMP binds to CAP, changing its shape and making it able to bind DNA
When lactose is present, allolactose bind to lac repressor
Allolactose change it conformation, no longer bind to operator
Therefore, transcription process proceeds
NO LACTOSE

When lactose is absent, lac repressor binds to the operator

Therefore, transcription process cannot happen
