Tribunes are the people who stand up for the plebeians because the plebeians do not have any political power. The people of power take advantage of this and make their rights limited, and tribunes were there to stop that.
Consuls
Consuls were the head of the place, and if needed, occasionally made a dictator to rule.
Dictator
A dictator rules the whole country all by himself, and the dictator chooses who the next one will be, not the public. He has the most power which is more than the senate, consuls tribunes, and everyone.
