The Wales Act established the Welsh Assembly. Support for the assembly was limited, barely being supported by the Welsh population. The assembly has been given a number of powers, including: education, infrastructure, culture, Welsh Language. The Welsh Assembly if often seen as having the least power of the devolved assemblies, which may be due to its history as a heavily integrated part of England, as well as it not having any legislative powers (unlike Scotland). The Assembly utilises the Additional Member System (AMS).
