These flowchart steps are based on Individualized Education Program (IEP) process resources in the US state of North Carolina
Step 1
Referral :
A child appears to be struggling in school and may benefit from special education
A request in writing (referral) is made to the school principal requesting evaluation for special education needs
This referral must state a reason for the student needing help
Step 2
Evaluation
With parental consent, the student is evaluated under various assessments
Assessments are used to help determine the student’s unique needs
Note that the evaluation, eligibility, and IEP must be completed within 90 calendar days of referral submission
Step 3
Eligibility
The IEP team, including a parent, determines eligibility for special education within 90 calendar days of referral
