Mitigation strategies
use technology and substitutes that

use light-coloured building and roofs to increase albedo
Adaptation strategies
aims to reduce bad effects and maximize positive effects
examples: flood defence, vaccination programme etc.
Change land use through planning legislation
in the UK, it is illegal to build on flood plains
Build to resist flooding
plan water catchment and run-off to minimize flooding
build houses on stilts or a garage that can be flooded
Change agricultural production
irrigate more effectively in drought areas
store rainwater for use during drought
breed drought tolerant plants
grow different plants
Manage the weather
seeds clouds to encourage rainfall
Migrate to other areas
Vaccinate against weather-borne disease
Manage water supplies
build desalination plants
increase reservoirs
Harvest run-off more efficiently
harvest water from clouds in high altitude areas
