Habakkuk, the prophet of Judah, in the time between the fall of Israel and Judah
probably a contemporary of Zephaniah and Jeremiah, and possibly even of Ezekiel and Daniel

When and where he prayed?
Though the exact date of the prophecies of Habakkuk is difficult to determine, it is likely that he prophesied a short time before the Babylonian invasions of Judah, which began in 605 B.C. During this time the Assyrian Empire was in decline, and the Babylonians were rising to replace them as the dominant power in the Near East.

Habakkuk Rejoices in the Lord
not blossom and no fruit on fig tree; no olive, no field food, no herd, flock cut off
yet I will rejoice in the LORD; I will take joy in the God of my salvation.
GOD, the Lord, is my strength; he makes my feet like the deer’s; he makes me tread on my high places.
why he prayed?
Prayed after Habakkuk’s questions and the Lord’s replies in two cycles of Habakuk's lament and God's responses
scenario: Judah’s rapid moral and spiritual decline
Habakkuk was troubled with this situation
but God's response is use a evil nation of Babylon to punish Judah
Habakkuk was puzzled about it
God would punish both
The result is that Habakkuk trusted in God's resolution and praised God again

Judah was destroyed and fell accordingly
What inspired me?
Sinn is not resolved now by the sacrifice of Jesus Christ, so it is the time of God's merciful age rather than using a punishment. Take heart but not to abuse God's Love and mercy and keep fallen in iniquities. Return immediately and treasure God's salvation.
