- - - - Everyone has the right to education and the responsibility to educate themselves.
    - - Education must address the harmonious and comprehensive development of the student within social coexistence, in physical, intellectual, moral, aesthetic and civic aspects.
    - - It is recognized that the purpose of Panamanian education is to foster in the student a national awareness based on knowledge of the history and problems of the country.
  - - - Freedom of education is guaranteed and the right to create private educational centers is recognized subject to the Law.
      - The State may intervene in private educational establishments so that the national and social purposes of culture are fulfilled.
  - - - Official education is free at all pre-university levels. The General Basic education level is compulsory.
    - - The Law will determine the state agency that will prepare and approve the plans, programs and educational levels
  - - - Only academic and professional titles issued by the State or authorized by it in accordance with the Law are recognized.
    - - Education will be given in the official language, but for reasons of public interest it can be given in a foreign language.
- - - - Education is a right and duty of the human person, without any distinction.
    - - The Panamanian educational system is made up of two subsystems: the regular and the non-regular, defined in this Law.
    - - Education at the service of the human being is based on civic, ethical, and moral principles; is armed in justice and freedom.
  - - - The Ministry of Education will be in charge of everything related to education and national culture.
    - - The Ministry of Education will cooperate with all associations whose purpose is to promote the professional progress and physical and cultural improvement of its members.
    - - In charge of each school region will be a regional director of education, assisted by two deputy directors in the technical-teaching and administrative areas.
  - - - IFARHU will guarantee strict compliance with legal provisions in the granting of scholarships and economic assistance to students with low economic resources and good academic performance and to disabled students.
    - - The Ministry of Education is empowered to send professors, teachers or members of the administrative staff to broaden and deepen their knowledge abroad for a period of no more than two years.
  - - - The Nation is responsible for the expenses of teaching and administrative personnel, as well as the provision of duly equipped premises, texts, supplies and teaching materials.
    - - The Ministry of Education will plan and increase the construction of school buildings and furniture.
- - - - The selection process for the appointment and transfer of teaching, managerial and supervisory personnel will be carried out among the educators who aspire to the position in the school region.
  - - - Article 3
        
        The applicant for a teaching, managerial, national, provincial and/or regional supervision position, submitted to a contest, who does not provide the complete documentation required in the third title of this decree.
      - Article 11.
        
        The appointment contest for teachers and professors will be made through a public call
  - - - That it is permanently appointed and exercising school teaching
      - That it is not in use of leave, with the exception of leave for pregnancy and the assignment of managerial functions in schools.
- - - - The personnel that teaches, or directs, or organizes or supervises in social educational institutions under the Ministry of Education, will have the common name of "Educator" and will be subject to the classification and remuneration established by Law.
  - - - The base salary of the grade corresponding to the position in which they are classified in accordance with the condition of the appointment
      - Bonuses already acquired
      - The bonuses that are subsequently obtained based on this Law
      - The additional compensations legally established.
      - Salary increases granted by the National Government
