Stricter punishments

Positives- People will be less likely to take part in doping because they will be afraid of the punishment. Athletes will re consider doping because of the risk to reward ratio
Negative - Doesn't guarantee that people will stop, many questions on if people that dope should be in the same prison as murderers, thief's etc
Make the punishment much more severe such as bans so that players are more afraid of being caught therefore will be less likely to do the crime as they are more worried about the punishment

Teach young aspiring athletes that there is serious repercussions to using these performance enhancing drugs and that not only can it ruin their career but also their health, teach young kids either in school or make it mandatory at clubs from a young age that 2-3 lessons on performance enhancing drugs

Improve testing

Positives - Players would be more likely of getting caught if they are tested more regularly. Therefore usage will be reduced as they are more likely of getting caught Negatives - Will be costly to get testing more frequent as the testers will have to follow players around more efficient
Make testing more frequent and develop the equipment used to get more reliable tests which would lead to it being much harder to get away with doping as the tests would be irregular and almost impossible to avoid
