and also how the goals will be achieved
Eventually sponsor (steering committee) should approve the plan. It is called baseline approval process
Can be moderated by PMO member - if the topic is more complex and there is more than 5 members or
answer if external resources are needed
Can take 1-3 days on site or 3 times of 4h each remotely
Before meeting with whole team meet with one/two core experts and prepare first draft of Work Breakdown Structure - easier, faster with bigger team
