Degree of Success achieved by Liberal Gov + IPP by Sept 1914
Aim + Roles of Asquith + Redmond
Redmond:
Irish leader, wanted to ensure HR
knew that alliance w/ Libs essential for HR to pass in Parliament
wanted separation from british, mainly due to the link between the poor treatment of the catholic population by the british protestant population during the plantations
continues with poor treatment thus the link of religion and political parties, ultimate aim is to achieve independence but this looks unlikely
implementation of HR would be like a slippery slope to their generational end goal
Asquith:
British Liberal PM
prioritised new reforms coming in + "People's budget" , needed to reduce Lord's power of absolute veto
care but only for the benefit of the libs so he wants HR implemented to secure votes and repay the IPP for their help w/ overturning the veto
Relationship Between Libs + IPP
after Jan election, with unofficial negotiation w/ Libs
Redmond made clear his support for people's budget, however said it was conditional on prompt gov action to deal w/ House of Lords-applying serious pressure on Asq
Redmond determined Libs wouldn't escape commitment to HR
after Jan 1910 election, Redmond + IPP held balance of power, therefore told Libs to press ahead w/ending lord's veto instead of budget-angered Libs but was only option
Jan-March Libs + IPP sought to exploit other's weakness
Redmond knew that while he could make or break Lib gov, he needed to side with them otherwise a Tory gov would return + HR gone
Lib Gov + IPP aims changed through crisis
Asquith changed from focus on people budget to focus on HR
Asquith warned Redmond that 3rd HR bill might have to be altered due to fresh facts or Br pressure=exclusion of ulster
Success?
Redmon put so much trust in Lib gov to bring HR, and both him and Libs underestimated Ulster resistance, ending up with failure of full HR, but HR w/ Ulster exclusion
