Families had enormous power and influence which often meant they ignored royal commands which caused henry to face some serious difficulty in achieving support
Justices of the Peace - second rank landowners were appointed as their loyalty was more assured and further weakened the power of greater nobles
Some roles of the JPs: implementing social and economic statues, dispensing justice and trying criminal offences, upholding public order and rewarding informers
JPs were still dependent on other officials bringing in offenders to them making them unpopular. Local offices were frequently left unfilled leaving Henry heavily dependent on goodwill to ensure justice was implemented
