henry passes legislation in 1488 and 89 to prevent depopulation but the acts were never enforced therefore he was unsuccessful
the wool and cloth trade was important for england because it was used to clothe everybody. english wool was the main ingredient of the flemish cloth industry which clothed people in germany and eastern europe
