PARLIAMENT
HOUSE OF LORDS
800 ' peers'
92 hereditary peers
role is too double check any laws made by house of commons
HOUSE OF COMMONS
debates any new laws government wish too pass
made up of 650 elected MPs
occasionally MPs propose a new law, called a private members bill
MONARCH
Their role is largely ceremonial
Gives 'royal assent' to all new laws
Does not play a role in proposal or rejection of new laws
GREEN PAPER
When the gov want to introduce a new law they make a 'green paper'. Its an initial report about an issues, in order to prompt discussion and raise potential questions/issues
WHITE PAPER
After the consultation period, the gov publish a white paper. This sets out detailed plans for the legislation. often includes a draft of the bill.
PARLIAMENTARY STAGES
1st READING -
Bill introduced to parliament, receives a first reading. Bill is voted on so it can move to next stage
2nd READING -
Main principles of bill considered, and debated in HoC, second vote taken. If vote is won (usually does as gov has majority) , bill moves to next stage
COMMITTEE STAGE -
small committee of MPs examine bill line by line, report back to whole house of commons and often propose amendments
REPORT STAGE -
MPs consider committees report, debate and vote on any amendments
3rd READING -
Final chance for HoC to debate bills contents. No amendments allowed at this stage. vote to either reject or pass bill.
THE LORDS -
Goes through same stages as HoC. if lords amend the bill it must return to HoC as they're elected. HoC decide to accept or Reject lords amendments (get final say as they're elected).
ROYAL ASSENT -
Monarch signs the Bill, making it a law or act of parliament. the law comes into effect immediately, unless it has a commencement order
