Effect of water:
If Added to Acid will lower its Acidity, as H+ ion concentration decreases. Bringing the PH back to 7
H+ + H2O --- H3O+
If added to Base/Alkalis will decrease its PH back to 7 as the concentration of OH- ions decrease, making it Less basic

Stronger acids Ionize its H+ ions in a solution which increases its H+ concentration hence decreases its PH , therefore increasing its Acidity
