Regulation Standards in ECDC Bill
To guide their operations, centers will have clearer and more consistent requirements.
If they have a good regulatory track record, all centers will be licensed for up to three years.
ECDA must approve all staff working in pre-schools, including enrichment vendor staff.
When their licenses expire, centers must renew them and demonstrate that they have maintained their standards.

Types of Licensing
There are two types of licensing that ECDA does.
Pre-licnesing
This licensing is completed when the center is newly established prior to the school being able to enroll children.
Every operator wishing to open a childcare centre is made available with a guide.
To determine whether the school has complied with the requirements, ECDA officers will use a checklist during the assessment.
Regular licensing
depending on the track record of the center, done on a regular basis.
Up to a three-year license will be granted to centers with good procedures and no incidents.
Centers that experience significant mishaps or incidents that endanger children may only have their licenses for six months.
ECDA officers use an evaluation tool to determine whether the school has maintained quality within the center.
Licensing Standards
When a center is up for licensing, an ECDA officer assigned to that center will investigate a number of factors.
Before informing the operator of how many children can be enrolled in the center, ECDA officers will use the pre-licensing check to assess the physical area.
Both licensing types are examined, including:
Physical area (i.e indoor, outdoor space, toilet and sanitary area)
Centre’ capacity
Centre’s staff
Resources and materials
Safety measures
(i.e. installation of doors, gates, CCTVs)
Administrative matters
(i.e. record keeping of SOPS, student records etc)
