Ivan IV the Terrible

War Achievements:
- extended the empire west and south by incorporating the last Mongol owned lands
- earned a small part of the territories of Poland, Lithuania, and Sweden
Peter the Great
Cultural Achievements:
- introduced new ideas from the Western world: shipbuilding, renewal of the tax system
- returned with lots of artisans and experts (westernised).
- strengthened the army through introducing new ideas from the West
- build the new capital city on the Baltic Sea called St. Petersburg. called it his "window to the west"
War Achievements:
- in 1709 defeated Sweden
- in 1721 gained access to the Baltic Sea - fought the turks in the south and gained full access to the Black Sea

- the Age of Enlightenment. freedom of speech, political stability, and great victories - continued Peter's modernisation
- the Great Administration Reform of 1775 led to strengthening the local government of Russia. courts and police were established
