3.4.U2 International, governmental and non-governmental organizations (NGOs) are involved in conserving and restoring ecosystems and biodiversity, with varying levels of effectiveness due to their use of media, speed of response, diplomatic constraints, financial resources and political influence.

May go against public opinion so many views need to be considered.

Considerable - often hindered by political disagreement (different cultural opinions and motives)

Decisions can be politically driven rather than by the best conservation strategy. E.g. voting in the IWC (International Whaling Commission)

International agreements and national or regional laws can lead to prosecution

Organized as businesses with the concrete allocation of duties
