- - - - THE IMPORTANCE OF ADMINISTRATIVE INFORMATION FOR ELECTRONIC ADMINISTRATION
        Information has always been an essential asset for the proper functioning of the administration and administrative relations. But not always our legal system has duly recognized or protected it.
        The reasons could be many, but to a large extent it responds to the interest – often not legitimate – of prioritizing secrecy over the publicity of administrative action, and, in a certain way, also to the lack of appropriate means.
        
        The treatment of information and its availability to citizens is involving organizational changes, the adoption of technical measures and new work habits that, while important, must be accompanied by regulations that establish the duties and rights of the subjects involved and resolves the interests at stake in the best possible way (right to be informed, administrative transparency, economic exploitation of public information resources, etc.).
        
        THE CONSTITUTIONAL BASIS OF THE DISSEMINATION OF AND ACCESS TO ADMINISTRATIVE INFORMATION AND THE USE OF ELECTRONIC MEANS
        In particular, obtaining administrative information on the Internet could be framed within Article 20 Ce, when it recognizes the right to freely receive truthful information by any means of dissemination (among which the Internet would be included), although it has traditionally been linked to the journalistic field.
        
        A LAW ON ELECTRONIC ADMINISTRATIVE INFORMATION?
        
        IN PARTICULAR, ACCESS TO DOCUMENTS FROM COMMUNITY INSTITUTIONS AND THE USE OF ELECTRONIC MEDIA
        
        Focusing especially on the RAPD, it undoubtedly represents a great advance with respect to the previous codes of conduct adopted through decisions of the different community institutions that existed in terms of access. The changes cover different aspects or issues, but here we will focus on those of a technological nature.

        Obtaining the product with a natural effect of the production process.
        
        The product refers to the production of material goods and services.
        
        The important role played by the administration in the organization and direction of this production.
        
        According to Terry (1982), management makes human efforts more productive. It contributes to society with better teams, offices, human relations. Improvement and progress are the constant goal.

        IMPORTANCE OF ADMINISTRATION
        Administration is important because the success or failure of a company depends to a large extent on it. With good administration, all the human and non-human resources existing in a company are used to the maximum.
        Thanks to the administration there is an impact on the quality of life of the environment, a manager who knows how to manage can make progress, bring hope and help the members of the organization to improve their quality of life. In addition, the administration is achieved by, with and through a team, that is to say, it is achieved through the effort of a group of people and/or workers, this leads us to think then that the administration calls for the personnel in a company to work together, a very important factor for its development.
        
        HISTORICAL EVOLUTION OF ADMINISTRATIVE THOUGHT
        Over time, there have been more fields that have been interested in the importance and necessity of administration. Below is a very brief historical review of the administration.
        The historical evolution of the administration dates back to 1,200 BC, west of the ancient Mesopotamian civilization and Egyptian writings. Where it is indicated that the administration was used for political affairs. Other civilizations that show evidence that they practiced Administration are those of Greece and the ancient Roman Empire and used it in government affairs, military organization, group unity and establishment of authorities.
