The problem of articulation in the educational system, which implies understanding what the educational system is, what policies regulate it, what its purposes are, what is meant by pedagogical processes and what is sought with the educational reform. Taking into account keywords such as articulation, educational system, disarticulation, quality, segmentation, equity, training, pedagogical processes, etc.
The educational system is supported by educational policies that are part of the Argentine National Constitution.
Which allows the organization of a state and its foundations of all the policies that are developed within it. Pedagogical processes are a set of practices, intersubjective relationships and knowledge that occur, among those who participate in educational processes, schooled and non-schooled, in order to build knowledge, clarify values and develop skills for life in common (Ma. Amelia Palacios, Chile).
The sense and content of the pedagogical processes interest the public because it directly influences the educational quality, desired by the population, which in turn is linked to their ideas of progress and well-being; and it interests the political forces, unions and governments because their modernizing or educational change project is at stake.
From different international documents, such as JOMTIEN, the improvement of the quality of education begins to be understood as the improvement of learning results, in the countries of Latin America and the Caribbean.
The World Bank establishes in particular in one of its documents that education is essential to achieve sustained economic development and the consequent reduction of poverty. Investing in education then implied investing in human capital, but in an efficient manner, which would make possible the formation of a new subject, adaptable to the new realities in which they have to work, and capable of diligently mastering the codes of modernity.
In this way, specific problems that affected the system such as repetition, desertion, obsolescence of content, articulation, lack of professionalization of teachers, etc. would be reduced.

Defining the educational system, we could say that it condenses the way in which a country plans and develops the education of its inhabitants.
It is the synthesis of the legal and pedagogical conceptions of those who govern a state, at a certain moment in history.
It is conditioned, in this way, by the social structure, political ideology, religion, culture, science and the arts, and also by pedagogical theories, which respond to said ideology.
