Human Performance Levels
performance-based
Definition: Performance for which a routine or procedure has been learned. The components of rule-based performance may comprise a set of individual skills,
Skill-Based
Definition : Performance that relies on stored routines or motor programs that have been learnt with practice and which may be excited without conscious thought ( automatic)

Knowledge- Based
Performance for which no procedure has been established. These require a skilled operator to evaluate information and use his knowledge and experience to formulate a plan for dealing ith the situation. These actions are executed with conscious thought.

Violation
Situational violation
Definition : One where the person performs the corner-cutting he judges necessary / useful to get the job done.
For example: an employee was killed falling whilst erecting a steel structure. The corrective action: Ensure that the management team have implement the Person Protective Equipment to avoid such accident occurring or at least mitigate the severity of the accident.
Routine violation

For example: The regular speeding of forklift trucks in a warehouse to fulfill orders on time. The corrective action: Assign a supervisor to ensure that every procedure is done with utmost safety.
Exceptional violations
Definition : Is a rare occurrences that take place in very unusual circumstances (e.g., emergences).
Example: when a firefighter returns to a burning building in breathing apparatus without the required rest period. The corrective action: Assign more firefighter or ask for back up to ensure that the other firefighter can have a breather/rest.
