An external expert in more extreme circumstances. E.g. technical expert or lawyer

Mentors
Within the organisation
Friends, family members, or acquaintances who work in similar positions at other organisations, or who know you well
Speaking up
Selection and sequencing of audiences

Reposition an action as “a risk we all want to avoid” by pointing out the wider ramifications for others and the organisation,
Positioning a discussion as a “learning dialogue” where we want to better understand the matter
Questioning debatable “truisms” (e.g. everyone is doing it) or challenging the false dichotomies (honesty vs loyalty above)
Understanding the interest of others
What is truly at stake
To avoid building utterly irrelevant arguments
To reveal the need to identify alternate audiences
Within the control of others
Explicit policies on the matter
Value placed on open debate and discussion
Mechanism for open debate and discussions (e.g. town halls)
Systems for raising questions (e..g help lines, ombudsman)
Consistent and visible track record of the organisation on ethical issues
Rationalisation
It's no big deal
Yes, but it's not my responsibility (locus of responsibility)
That's the way things are done around here (SOP)
